I think this will be a better idea than abandoning the RFID chip in the new passport. In fact, the government should give out this kind of holder along with the passport, so those who fear their information from the new passport will be leak to the public can clam their uneasy feeling.
After all, the only time you need to take out the passport is when you go through the customs. Simply, just put it into a holder that prevent RFID signals when it is not needed.
